"Mr Laird, from the Committee on Military Affairs, submitted the following REPORT [to accompany bill H.R 5867] The Committee on Military Affairs, to whom were referred House joint resolution No. 41, authorizing the President of the United States to raise not exceeding two regiments of volunteer cavalry in the territories of New Mexico and Arizona to suppress Indian hostilities therein, and the bill (H.R. 2848) to provide for the organization of volunteers in New Mexico and Arizona for the purposes of surpressing outrages on settlers committed by hostile Indians, having considered the same, report back House bill 5867 as a substitute therefor, and recommend that the same do pass."
