Letter signed by .... Catter, Special Agent by authority of the Governor, to Captain Wm. H. Kendrick at Fort Mead, Florida.
The letter reads:
"On the 5th inst. while crossing a boggy stream, when the assistance of men was necessary, and ordered by the officer of the day - the non commissioned officer having charge of the column disobeyed, and is quilty of disobedience and contempt.
On the same day, while at noon camp, privates of your command was guilty of open riot - and one publicly threatened to use fire arms. You will notice these offences in a proper manner, and punish the guilty parties with appropriate penalties."
